Keeping our children so busy that they do not get into trouble is not the same as character training.
Now if keeping your child busy is your way of keeping them out of trouble, then when they come to my house and misbehave, you blame me for not having enough to keep them busy and out of trouble.
Do you see that staying out of trouble cannot be our only goal? If keeping our children out of trouble is our main concern, then it makes sense to keep them busy from sun up to sun down so they have no time to misbehave. But, if our greatest desire is for our children to be godly and to honor God with their lives, then we must give them more than just a busy schedule.
Now if godliness is your desire for your child, then when they come to my house and misbehave, you will evaluate the situation and go home and train your child how to better handle that type of situation. That is character training.
